According to the statistics of the State Administration of Foreign Exchange (SAFE), the Chinese foreign exchange market (excluding foreign currency pairs, the same below) recorded total transactions of RMB 16.24 trillion (equivalent to USD 2.26 trillion) in October 2023. In terms of markets, the transactions volume of client market was RMB 2.71 trillion (equivalent to USD 0.38 trillion), and the transactions volume of interbank market was RMB 13.53 trillion (equivalent to USD 1.88 trillion). In terms of products, the cumulative transactions volume of the spot market was RMB 4.08 trillion (equivalent to USD 0.57 trillion), and that of the derivatives market was RMB 12.16 trillion (equivalent to USD 1.69 trillion). In October 2023, the export and import of China’s international trade in goods and services totalled RMB 4091.0 billion. Of this, the export of goods recorded RMB 1961.5 billion and the import recorded RMB 1634.9 billion, resulting in a surplus of RMB 326.6 billion. The export of services recorded RMB 177.7 billion and the import recorded RMB 316.8 billion, resulting in a deficit of RMB 139.1 billion. In terms of the major items, the export and import of transport, travel, other business services, telecommunications, computer and information services registered RMB 148.5 billion, RMB 130.0 billion, RMB 86.3 billion and RMB 48.2 billion respectively. The data of goods account are mainly from the customs statistics of imports and exports, but differ from the statistics of the customs mainly in the following aspects: first, the goods in the BOP statement only reflect the goods whose ownership has been transferred (e.g. goods under the trade modes such as general trade and processing trade with imported materials), while the goods whose ownership is not transferred (e.g. manufacturing services with supplied materials or with exported materials) are included in the statistics of trade in services instead of the statistics of trade in goods; second, as required by the BOP statistics, the goods imported and exported are valued on the FOB basis, but as required by the customs, the goods exported are valued on the FOB basis, whereas goods imported are on the CIF basis. Therefore, for the purpose of the BOP statistics, the international transport and insurance premiums are taken out from the value of imported goods and included in the trade in services; and third, the data on net export of goods in merchanting which are not included in the customs statistics are supplemented. 2. Services: includes manufacturing services on physical inputs owned by others, maintenance and repair services n.i.e, transport, travel, construction, insurance and pension services, financial services, charges for the use of intellectual property, telecommunications, computer and information services, other business services, personal, cultural and recreational services, and government goods and services n.i.e. The credit side records services supplied, while the debit side records services received. 2.1 Manufacturing services on physical owned by others: processor only provides processing, assembly, packaging and other services and charges service fee from the owner, while the ownership of the goods is not transferred between the owner and the processor. The credit side records the manufacturing services supplied by the Chinese residents on physical inputs owned by non-residents, and vice versa for debit side. 2.2 Maintenance and repair services: refer to the maintenance and repair services supplied by residents to non-residents or vice versa on goods and equipment (such as vessel, aircraft, and other transportation facility) owned by the receiving party. The credit side records the maintenance and repair services supplied by the Chinese residents to non-residents, and vice versa for debit side. 2.3 Transport: refers to the process of transporting people and goods from one place to another, and the relevant supporting and auxiliary services, as well as postal and delivery services. The credit side records the international transport, postal and delivery services supplied by residents to non-residents, and vice versa for debit side. 2.4 Travel: refers to goods consumed and services purchased by travelers in various economies as non-residents. The credit side records the goods and services provided by the Chinese residents to non-residents who have stayed in China for less than one year, as well as non-residents studying abroad and seeking medical treatment for indefinite period of stay. The debit side records the goods and services purchased by the Chinese residents when traveling, studying or seeking medical services abroad from non-residents. 2.5 Construction services: refer to the establishment, renovation, maintenance or expansion of fixed assets in the form of buildings, land improvement, roads, bridges and dams and other engineering buildings of engineering nature, relevant installation, assembly, painting, pipeline construction, demolition and project management,as well as site preparation, measurement and blasting and other special services. The credit side records the construction services provided by the Chinese residents outside the economic territory. The debit side records the construction services received by the Chinese residents in the Chinese economic territory from non-residents. 2.6 Insurance and pension services: refers to various insurance services and commission to agents related with insurance transaction. The credit side records the life insurance and annuity, non-lifeinsurance, reinsurance, standardized guarantee services and relevant supporting services supplied by the Chinese residents to non-residents, and vice versa for debit side. 2.7 Financial services: refer to financial intermediation and supporting services, excluding those covered by insurance and pension services. 中国人民银行各省、自治区、直辖市、计划单列市分行;国家外汇管理局各省、自治区、直辖市、计划单列市分局;国家开发银行,各政策性银行、国有商业银行,中国邮政储蓄银行,各股份制商业银行: 为进一步便利经营主体合规高效办理资本项目业务,提升银行数字化服务水平,现就有关事项通知如下: 一、符合条件的银行业金融机构(以下简称银行)可按照规定通过线上审核电子单证的方式,为符合条件的机构或个人(以下称经营主体)办理相关资本项目业务(以下称资本项目数字化业务)。 本通知所称电子单证,是指经营主体提供的具有法律效力,符合现行法律法规规定,被银行认可且可以留存的电子形式的行政许可文书、合同、发票等有效凭证和商业单据,其形式包括系统自动生成的电子单证和纸质凭证的电子扫描件等。本通知所称相关资本项目业务,是指银行在线下有权限直接办理的资本项目外汇业务和跨境人民币业务。 二、银行具备下列条件的,可以办理资本项目数字化业务: (一)建立完备的资本项目数字化业务管理制度,包括但不限于业务种类、业务管理办法或操作规程、事中事后管理制度、风险防控措施等。 (二)具备传输、存储电子单证的技术平台或手段,且相关技术能够保证传输、存储电子单证的合法性、完整性、安全性。 (三)具备相应业务工作经验的业务人员和管理人员。 银行应统筹服务实体经济和防范风险,根据各地区业务风险、内部合规和风险控制等具体情况,组织授权境内分支行依法依规开展资本项目数字化业务。 三、银行应考虑经营主体办理资本项目业务的合规和信用状况,原则上不得为以下经营主体办理资本项目数字化业务: (一)货物贸易分类结果为A类以下(不含A类)的货物贸易外汇收支名录内企业。 (二)列入资本项目信息系统管控名单或跨境人民币业务重点监管名单的经营主体。 (三)近一年有外汇行政处罚记录(成立不满一年的境内机构,自成立之日起至办理资本项目数字化业务日有外汇行政处罚记录)的经营主体。 四、经营主体在银行办理资本项目数字化业务,应当向银行提交具有法律效力的,符合现行法律法规规定,被银行认可且可以留存的真实、完整、清晰的电子单证。 经营主体不得篡改或违规重复使用电子单证。 五、银行办理资本项目数字化业务的,应当采取同线下方式办理相关资本项目业务相当的尽职审查措施,严格遵守展业原则、相关资本项目业务审核原则和档案管理要求等,并应当同时符合以下要求: (一)银行应要求办理资本项目数字化业务的经营主体提交符合本通知第四条规定且与原始交易单证一致的电子单证。 (二)银行应按规定对经营主体提交的电子单证是否符合本通知第四条规定进行合理审核;对于经营主体提交的电子单证无法证明其交易真实合法合理的,应要求其转为线下办理,并提交原始交易单证及其他相关材料。 (三)银行应采取必要的技术识别等手段,避免不应重复使用的同一电子单证以及与其相应的纸质凭证被重复使用或篡改。 (四)银行发现有伪造、变造或违规重复使用电子单证的,应自发现之日起,停止为该经营主体办理资本项目数字化业务,并及时向所在地中国人民银行分支机构、国家外汇局分支机构报告。 银行办理资本项目数字化业务还应符合《中华人民共和国反洗钱法》、金融机构客户身份识别和客户身份资料及交易记录保存管理办法等有关规定。 六、银行办理资本项目数字化业务时,应当按照《国家外汇管理局关于发布〈金融机构外汇业务数据采集规范(1.3版)〉的通知》(汇发〔2022〕13号)要求,及时报送相关跨境收支、账户、境内划转、账户内结售汇等信息。 涉及跨境收支信息报送,应在“交易附言”栏标注“CADS”字样;涉及账户开销户信息报送,应在“备注”栏标注“CADS”字样;涉及境内划转信息报送,应在“交易附言”栏标注“CADS”字样;涉及结汇信息报送,应在“结汇详细用途”栏标注“CADS”字样;涉及购汇信息报送,应在“填报人”栏标注“CADS”字样;涉及资本项目业务登记,应在各类协议登记“备注”栏标注“CADS”字样。 银行办理涉及人民币跨境收付的资本项目数字化业务时,还应根据《人民币跨境收付信息管理系统管理办法》(银发〔2017〕126号文印发)、《中国人民银行办公厅关于优化人民币跨境收付信息管理系统信息报送流程的通知》(银办发〔2013〕188号)等相关规定,及时、完整、准确地向人民币跨境收付信息管理系统(RCPMIS)报送数据。 七、中国人民银行、国家外汇局对资本项目数字化业务开展情况加强事中事后监管。银行和经营主体违反本通知及相关资本项目业务管理规定办理资本项目数字化业务的,中国人民银行、国家外汇局依据《中华人民共和国中国人民银行法》《中华人民共和国外汇管理条例》进行处罚。 八、外国银行(港、澳、台地区银行比照适用)境内分行参照本通知执行。 本通知自2023年12月20日起实施。执行过程中如遇问题,请及时向中国人民银行、国家外汇局反馈。 中国人民银行 国家外汇管理局 2023年11月17日 2023-11-22/jiangxi/2023/1122/2346.html

Recently, the State Administration of Foreign Exchange (SAFE) releases data on China's external portfolio investment assets by country/region and by sector of resident holder at the end of June 2023. The statistics show that China's external portfolio investment assets (excluding reserve assets) amounted to USD 1081.7 billion by the end of June 2023, including USD 606.3 billion in equity investments and USD 475.4 billion in bond investments. The top 5 recipients of Chinese investments were Hong Kong SAR, the United States, Cayman Islands, the British Virgin Islands and the United Kingdom, with the amounts being USD 428.6 billion, USD 237.9 billion, USD 99.5 billion, USD 70.3 billion and USD 36.6 billion respectively. By the end of June 2023, other financial corporations (non-bank financial institutions), bank and non-financial sector were the main sectors holding external portfolio investment assets, with the amounts being USD 591.8 billion, USD 368.3 billion and USD 121.6 billion respectively, accounting for 55 percent, 34 percent and 11 percent of China’s total external portfolio investment assets.
