In January 2023, the export and import of China’s international trade in services totalled RMB 459.5 billion. Of this, the export recorded RMB 177.4 billion and the import recorded RMB 282.1 billion, resulting in a deficit of RMB 104.8 billion. In terms of the major items, the export and import of transport, travel, other business services and telecommunications, computer and information services registered RMB 143.0 billion, RMB 109.1 billion, RMB 87.1 billion and RMB 56.3 billion respectively. In the US dollar terms, in January 2023, China's international trade in services registered export of USD 26.1 billion and import of USD 41.5 billion, resulting in a deficit of USD 15.4 billion. The credit side records the construction services provided by the Chinese residents outside the economic territory. The debit side records the construction services received by the Chinese residents in the Chinese economic territory from non-residents. 1.6 Insurance and pension services: refers to various insurance services and commission to agents related with insurance transaction. The credit side records the life insurance and annuity, non-lifeinsurance, reinsurance, standardized guarantee services and relevant supporting services supplied by the Chinese residents to non-residents, and vice versa for debit side. 1.7 Financial services: refer to financial intermediation and supporting services, excluding those covered by insurance and pension services. 问:2022全省社会融资规模增量为2537亿元,请问在结构上呈现出什么样的特征? 答:从社会融资规模增量结构看,呈现“三增两降”的特点。“三增”体现在:一是2022年表内融资,即向实体经济发放的人民币贷款和外币贷款分别增加1730.80亿元和5.17亿元,增量占比为68.4%,较去年同期提升7.9个百分点,仍然是社融增量的主力。二是政府债券净融资正增长。全省金融体系积极配合财政政策,地方政府专项债融资大幅增加。政府债券净融资906.77亿元,其中,地方政府专项债券净融资706.70亿元,同比多增62.37亿元。三是其他融资保持正增长。保险赔偿等其他融资方式累计新增233.55亿元。“两降”体现在:一是表外融资减少较多。其中,未贴现承兑汇票、委托贷款和信托贷款分别减少279.46亿元、0.14亿元和17.57亿元。二是直接融资略有减少。其中,企业债券净融资减少92.11亿元;股票融资新增50.29亿元。 问:今年以来,围绕金融服务乡村振兴重点领域,人民银行长春中心支行将开展哪些重点工作? 答:做好乡村振兴金融服务工作始终是人民银行长春中心支行重点工作,今年将重点围绕强化粮食安全金融保障、支持乡村产业振兴、优化农村重点经营主体金融服务等方面着手发力,进一步加大金融支持力度。一是强化粮食安全领域金融服务。会同有关部门制定出台金融支持粮食安全暨“千亿斤粮食”工程的政策措施,引导银行机构重点加大种业振兴、黑土地保护利用、盐碱地改造、农机装备以及粮食种植主体等信贷支持力度,围绕发展粮食产业链金融、探索拓宽抵质押物范围和完善内部政策安排等推动金融产品创新,提升金融服务质效。二是开展金融支持“一县一业”专项行动。围绕吉林省各县(市)产业发展实际,以县为单位组织人民银行分支机构和银行机构,加大对县域重点产业的信贷支持力度,通过扩大信贷投放规模、推动信贷产品创新、完善配套支持政策、深化融资对接等举措,全面做好金融助力乡村产业振兴工作。三是加大农业产业化龙头企业和农业产业化联合体的支持力度。引导银行机构以支持农业产业化龙头企业为核心,深化农业全产业链金融服务。支持龙头企业进一步发挥“链主”带动作用,依托龙头企业与链上主体间利益联结机制,进一步优化新型农业经营主体、农户信贷支持。 问:2022年,外汇局吉林省分局在服务涉外经济发展、推进贸易投融资便利化方面采取的具体措施及取得成效有哪些? 答:外汇局吉林省分局秉承新发展理念,积极推动经常项目便利化政策落地落实,指导银行转变展业理念,提升跨境结算服务能力,加速释放便利化政策红利。在简化结算业务流程、畅通线上线下服务渠道、提升外汇资金使用效率等方面,为我省近2000余家贸易企业减负增效。积极推动跨境投融资便利化政策落地见效。加强宣传培训,通过微视频、服务电话、线上线下培训、实地走访、问卷调查等方式宣传解读便利化政策,传导到省内开展资本项目外汇业务的每家银行及其服务的涉外企业。建立汇银企线上沟通渠道,疫情期间采取“网上办”“微信办”“邮件办”等无接触方式积极引导企业用好用足便利化政策。开展“一对一”精准服务,落实落细网上办理外债登记、多笔外债共用一个账户等便利化政策,外债登记办理时间由原来2-3天缩短为2个小时,助力企业节省脚底成本和管理费用。积极支持企业管理好汇率风险,加强企业汇率风险管理靶向宣传和分类指导,持续开展外汇局“送政策进百企”、银行“送服务到千家”系列活动,深入一线服务企业1069家;累计推动8家银行在“吉企银通”小微企业融资平台外汇衍生品服务专区上线10项外汇衍生品,进一步加强银企线上供需对接。指导金融机构减费让利,通过银行减免远期结售汇汇率点差和期权费、担保公司为企业远期结售汇履约担保等方式,累计为企业节约成本222.2万元。2022年,吉林省企业运用远期、期权等外汇衍生品管理汇率风险的规模为56.8亿美元,外汇套保比例达到20.3%,同比提高10个百分点。市场主体的汇率风险管理水平逐步提升。 2023-02-24/jilin/2023/0224/1925.html

According to the statistics of the State Administration of Foreign Exchange (SAFE), the Chinese foreign exchange market (excluding foreign currency pairs, the same below) recorded total transactions of RMB 14.29 trillion (equivalent to USD 2.10 trillion) in January 2023. In terms of markets, the transactions volume of client market was RMB 2.62 trillion (equivalent to USD 0.39 trillion), and the transactions volume of interbank market was RMB 11.67 trillion (equivalent to USD 1.72 trillion).
